For the employer, Ensign Safety and Health will make on-site visits to become familiar with the client's operations, hazards, and needs, in order to develop customized written programs. For employer groups and trade associations, the consultant will develop model written programs. The consultant will also develop safety rules and procedures. The Business Plan for Emergency Response to Hazardous Material Release requires completion of a contact form, chemical inventories, site map, an action program, and training. This is usually administered by the county health department and is referred to as community right-to-know. Related to the Business Plan is the Risk Management Plan where hazardous materials are particularly hazardous or handled in large quantities. Health Department regulations also require the establishment of a Contingency Plan for sudden releases of hazardous materials. The Spill Prevention, Control, and Countermeasures Plan is required by California Health and Safety Code, Chapter 6.67 at Section 25270 and Title 40, Code of Federal Regulations, Part 112. It pertains to oil pollution prevention and applies where the operator has at least 10,000 gallons of oil or oil-containing products. Ensign Safety and Health can provide services necessary for compliance with all these program requirements.
